Commissioning Managers needed nationwide/flexible home/site working

Our well-respected client requires additional Commissioning Managers to join their thriving team, in managing upcoming project pipelines within the Substations Power T&D business. Nationwide, with flexible home/site/office based working. You will be working on commissioning projects and tenders which will include new transformer projects of circa £2million up to new build substations of circa £50million. Must have previous commissioning and tender experience within HV substations.

  • Line management of the commissioning department, comprising of commissioning engineers, technicians and trainees, together with external service commissioning companies and contracts.
  • Assisting with the tendering phase of substation projects, detailed commissioning time/cost build up to determine tendering commissioning cost.
  • Be the T&D business go to person for commissioning technical help and support both design and operations.
  • To have a thorough knowledge of electricity transmission/distribution commissioning requirements (Mainly SSE & NG) for all type of substation equipment.
  • Ensuring the commissioning department are adhering to the technical commissioning requirements, provide technical advice and guidance for the substation programme scope (from tendering through to project handover and completion) to ensure commissioning tender budgets are adhered to.
  • Provide guidance and advice on the current, and future allocation of commissioning resources (three months ahead to a year ahead) as required in line with key programmed date requirements and with central resources profiles.

Day to Day Responsibilities:

  • Have a thorough understanding of the requirements for HV equipment testing and commissioning including detailed stage by sage commissioning requirements and any associated safety requirements and implications.
  • To be able to accurately tender total commissioning costs for all commissioning elements including external provision of commissioning services and testing.
  • Confirm the competency and authorisations of all commissioning service providers and contracted commissioning engineers and commissioning technicians.
  • Review Commissioning division of responsibilities where split and ensure commissioning / testing reporting streams are maintained.


  • Provide overall programme by hours-based costing and support the technical commissioning requirements into estimates and tender schedules.
  • Review any commissioning estimates and assist with site visits and clarification of commissioning requirements as required.
  • Attend the project handover meetings as required to aid commissioning requirements and clarification with Design /Operations staff.


  • Train / assess staff knowledge and competencies (internal and external) in all areas of substation commissioning requirements from testing through to initial stage and final stage commissioning hand over.
  • Assist in training new and current test/commissioning engineers as required and as the projects demand (including new commissioning methods, new technologies etc.) site commissioning procedures and commissioning quality requirements.


  • Ensure all site commissioning procedures are being adhered to, to the correct quality and safety standard to as per the Business requirements.
  • Arrange and provide updated commissioning information and schedules as required;
  • Ensure productivity and commissioning reporting is established into the Project manager, with input to the associated commissioning costs and spend profile.
  • Ensure Commissioning safety, QA standards and hold points are consistent for all projects undertaking commissioning. Stress the importance of subcontractor testing/commissioning sign off process for the scope of works being undertaken (minimum signature, date and brief description of the work completed before accepting completion).


  • Develop the project commissioning outline and detailed programme to determine the tendering costs. Check the actual project commissioning costs, % complete, progress to date planned v actual etc. and liaise with the Operational Site managers to aid their understanding of costs to complete. Also, feedback/escalate to the Project Manager if required;
  • Attend site for the commissioning project boards together with the associated testing and commissioning phases. Help improve (where possible) project testing and commissioning delivery, productivity progress and performance as is possible;

Person Specification:

Minimum of a HNC in Electronic and Electrical Engineering with a at least of 5 years’ experience in hands on commissioning, as a lead commissioning engineer, of High Voltage Substations up to 400kV, including Protection and control systems.

  • Relevant high voltage substation experience with commissioning authorisations.
  • Evidence of National Grid/SSE current procedures.
  • Understanding of latest commissioning techniques.
  • Experience of managing a technical team (direct reports and sub-contractors).
  • Understanding of industry quality commissioning documentation requirements.
  • Evidence of large infrastructure commissioning requirements.
